Socratic Discussions and Training
Student Assemblies and Workshops
We provide schools with our Tomorrow's Citizens Curriculum for KS1-KS2, and our Seeking the Perfect World Curriculum for KS3.
Our civic curriculum uses PBL and Socratic discussions as key tools to develop oracy. We provide PD to help teachers develop these skills.
Exploration of civic ideas through hands-on activities, simulations, and debates tailored to your school's needs.
What the government is asking for
From 2028, primary schools across England will be required to teach citizenship, covering democracy, rights, financial literacy, media literacy and sustainability, alongside a new national oracy framework spanning every key stage. Citizenship will not necessarily be taught as a standalone subject. Schools will need to weave rich civic content into the provision they already have.
How we can help
Tomorrow's Citizens gives you the rich, flexible curriculum you can use to fulfil this requirement with minimal effort and maximum impact . Use it as a complete ready-to-teach curriculum, or weave individual units into your existing PSHE and topic work — building civic skills, civic knowledge, and oracy at whatever pace suits your school. Every session comes fully resourced, so no specialist staffing is needed, and every unit maps clearly to British Values and the new statutory framework. Our content and resources will be updated as the government releases further guidance.

Meet our authors.
Lead Author: Dr Karem Roitman
Civic education isn't just what I do — it's what I believe in!
I'm Political Philosophy Lecturer at the Open University, with 20 years of experience in education. I'm the author of Seeking the Perfect World, a book exploring civic challenges through a philosophical lens, have written textbooks for Oxford University Press for Global Perspectives and I am the lead author of OIP's Global Skills Projects curriculum.
For the past decade, my passion has been bringing civic education to young people and I've loved every minute of it. I've worked with thousands of children and young people across multiple countries, leading hundreds of discussions on what it means to be a good citizen, how we can solve challenges and build community.
Exploring civic questions through fun Socratic questioning, games and projects brings abstract concepts to life. While having fun civic networks and values are built and young people find their voice.
Civic education is one of the most important gifts we can give the next generation. Civic education gives young people the language to understand their society, to understand themselves, and to decide the role they want to play in their community. It also helps them face the big challenges of our time, not with anxiety, but with curiosity, creativity and the collaborative tools needed to make a difference.
Over the past decade, I've partnered with hundreds of schools, supporting them in using project-based learning to build the skills citizenship of tomorrow need. Now, I'm bringing all of that experience together — to help schools confidently prepare for the mandatory teaching of civic education at KS1–KS2, and to strengthen and enrich civic education delivery at KS3/4.
If you're ready to make civic education meaningful in your school, I'd love to work with you.
Jo Cogan
I am a writer, education consultant, tutor and mentor. I have worked in education for a decade, following a career in publishing. I have written for a range of educational
organisations including Oxford University Press, OCR, Empathy Lab, and Oriel Square. I have taught and mentored students from the age of 8 to 22, from KS2 to MA level. My understanding of curriculum creation, therefore, is based on reflective practice.
Prior to focusing on education I worked at The Times, The Times Literary Supplement, and BBC Worldwide. I bring this first hand experience and knoweledge of the media to inform Tomorrow's Citizens curriculum.
I have a BA (MA Oxon) in Literae Humaniores (Classics) from the University of Oxford, and an MA in Character Education from the University of Birmingham. Both of these inform my passion to help young people learn about the deep roots of democracy, as part of their development and growth as individuals and community members.
I have also been a school governor and youth athletics official, supporting various organisations as part of my committment to help young people achieve and flourish.
